CHALLENGE

With outstanding infrastructure and operations, the Port of Québec plays a key role in the local and regional, even continent-wide socio-economic setting. The Québec Port Authority (QPA) is fully committed to fulfilling the social and environmental responsibilities that knowingly come with such a leadership role. In this respect, the QPA has put in place several structuring initiatives in the past 10 years, including a sustainable development process, a permanent community liaison committee and various ad hoc or recurring community outreach initiatives. In 2021, the QPA wanted to come up with new approaches meant to enhance its stakeholder relations.

PROPOSED SOLUTION

With this objective in mind, the QPA mandated the MU Conseils team to explore pragmatic solutions aimed at creating a complementary and alternative online venue for dialogue with citizens and a larger number of civil society organizations. Ensuring that the community has better access to information and enabling the QPA to collect a greater diversity of viewpoints and perspectives was the purpose of this platform meant to open up opportunities for meaningful collaboration with local organizations and promote community initiatives related to the QPA’s social and environmental commitment.

This mandate included a needs analysis and a diagnosis of citizen relationships, the design of requisite platform parameters, the identification and analysis of existing solutions, and the development of an implementation and deployment plan.

RESULTS

  • A management team working together with a shared vision of community-based relationships and well positioned to deploy bold, user-friendly new community outreach mechanisms;
  • A clear implementation plan for such mechanisms, complemented by a facilitation program;
  • Decision-support tools for analyzing the participatory potential of a number of projects associated with the QPA’s social and environmental objectives.
